A $325m masterplanned community is set to transform the quiet country town of Ballan, with more than 850 homes planned to swallow 100ha of former farmland.
Homes in the area, where the median house price sits about $650,000, are emerging as a lifeline for buyers priced out of Melbourne’s multimillion-dollar inner ring.
Located about 80km northwest of Melbourne, Ballan is a former farming outpost now being pulled into Melbourne’s expanding housing footprint.

Wel. Co founder and managing director Andrew Welsh said the approval marked a major step in opening up new housing supply in regional Victoria.
“This amendment unlocks a significant new housing opportunity for Ballan and the broader Moorabool region,” Mr Welsh said.
“Victoria is experiencing a significant housing shortage, and projects like this are part of the solution.

The 100ha Ballan site will be reshaped into a new residential estate with parks, playing fields and walking paths as demand pushes buyers beyond Melbourne’s fringe.
The $325m project includes an open space reserve, playing fields, three parks and 3km of walking paths along the Werribee River.
Latest Census data shows Ballan has a population of just 3392, putting the scale of the proposed estate into sharp focus.
Moorabool Shire’s population is forecast to grow by more than 65 per cent over the next 20 years to more than 65,000 residents.
Sales for the new community expected to begin in the second half of 2026.
