A $1bn mixed-use development vision could dramatically transform Sydney’s North West and deliver new homes for over 2,000 people.

Award-winning Australian developer Billbergia and Legacy Property have unveiled 88 Waterloo Road, with the potential to be the largest premium development in Macquarie Park.

The project will see outdated walk-up apartment buildings on the site transformed into a mixed-use residential community.

With two residential towers of 60 and 52 levels, delivering a combined total of 858 apartments, with 60 units dedicated to affordable housing.

Beneath the towers, a four-level podium will house shared dining, work-from-home and games rooms, with communal open space on the podium rooftop.

Located opposite Macquarie University Metro Station, adjacent to the Macquarie Park shopping centre, also fronting Elouera Reserve, the development is set to transform Sydney’s North West.

Designed by AJC architects, the mixed-use project will redefine the skyline with its podium and striking twin towers.

The podium rooftop, described as an ‘urban backyard’, includes a myriad of resident facilities including lawns and landscaped gardens with edible native species, lap pool and children’s splash area, BBQ area, outdoor work-from-home spaces, yoga and wellness areas, a sauna and a cold plunge pool.

Adopting the ‘Designing with Country’ framework, the podium and towers’ will tell the story of the Wallumai (Black Snapper) and Girrawi (Yellow Crested Cockatoo).

Brian Mariotti, Director of AJC Architects said their vision was to create a new benchmark for sustainable urban living in Macquarie Park, centred around a shared ‘urban backyard’ that provides generous outdoor space for residents.

“Guided by Connecting with Country principles, the geological landscape informs the podium character, shaping communal spaces as places for gathering, storytelling and connection,” he said.

Macquarie Park is also one of eight Accelerated Precincts identified under the State’s Transport Oriented Development (TOD) planning reforms.

According to Billbergia, the plan for the development is consistent with TOD planning principles to increase density next to rail stations.

Future residents will have access to transport, jobs and education, alongside Elouera Reserve’s 7,000 square metres of open space.

Billbergia Development Director Saul Moran said they are excited to see 88 Waterloo progress through the Housing Delivery Authority planning pathway.

“It’s a great example of site optimisation and future-focused liveability, delivering new homes beside major transport, shopping and parklands in the heart of a well-connected community,” Mr Moran said.

A sales campaign is expected to be launched over the next few months.

Subject to approvals, construction is expected to commence by 2027


According to AJC, 88 Waterloo’s identity is reinforced by defined frontages to both Waterloo Road and Cottonwood Crescent, also enhancing the residential interface of Elouera Reserve.

The 88 Waterloo proposal was declared by the Housing Delivery Authority (HDA) in August 2025 for state assessment. It is now set to go on public exhibition.

Subject to approvals, construction is expected to commence by 2027, with completion expected in 2030.
