‘Open for growth’: Northern Territory development set to add hundreds of new homes

More than 200 new homes will be delivered under a government‑backed development.

A new residential development is set to take shape on the fringe of the Palmerston CBD in the Northern Territory, with plans to deliver 222 new homes as part of the Farrar West project. 

The announcement follows the finalisation of a Development Agreement between the Northern Territory government and the Larrakia Development Corporation (LDC), paving the way for a large‑scale housing release in a growing part of the Territory.

Located next to the established suburb of Farrar, 21km from Darwin’s CBD, the 42.4‑hectare site will be delivered over eight years and is designed to provide a mix of housing, commercial and community uses. 

In addition to the residential lots, the project will include five commercial lots, six group housing lots and one community purpose lot.  

According to the Territory government, the development will balance “growth with lifestyle, featuring larger than average residential lots”. 

NT minister for lands, planning and environment Joshua Burgoyne granted LDC a nine‑year lease to enable the development of Farrar West. 

“New development is crucial as we continue delivering on our promise to rebuild the Territory economy. We know the Territory’s population is growing, and our housing supply must grow with it,” Mr Burgoyne said. 

“Whether you’re a local looking to build your first home or looking to move to the NT, this project sends a clear message that the Territory is open for growth, investment, and opportunity.” 

The Farrar West project is being supported by $25 million in funding through the federal government’s Housing Support Program, which aims to help achieve the National Housing Accord’s target of building 1.2 million new homes by mid‑2029. 

Through the program, $11 million has been allocated to power, water and sewer upgrades in Palmerston, helping to reduce infrastructure constraints that can delay new land releases and slow housing starts. 

Those upgrades are expected to help bring new homes to market sooner by supporting faster development timelines. 

LDC will lead the delivery of the project, with the development also forming part of a broader approach to Aboriginal‑led economic participation in housing and construction. 

LDC chairperson Mark Motlop said the development had been carefully planned to balance housing supply with long‑term liveability. 

“This five-stage development has been carefully designed to support Larrakia families into affordable rental and homeownership opportunities, while also creating a liveable, enjoyable neighbourhood through generous lot sizes, connected footpaths and meaningful spaces,” Mr Motlop said. 

“Farrar West reflects our commitment to building not just housing, but a strong and enduring community for current and future generations.”
