The agreement is set to deliver the first stage of Bradfield City, transforming land near Western Sydney Airport into a thriving precinct with new homes, jobs and essential services.

The NSW government has announced a $1 billion deal to deliver the first 1400 homes in Bradfield City – a new masterplanned city taking shape near Western Sydney Airport.

Located southeast of the airport precinct, Bradfield City has been proposed to include 10,000 new homes, 20,000 jobs and 80 high-density towers of 15 or more storeys.

According to the state government, it will be Australia’s first new city in 100 years, designed as a centre for innovation, education, housing and economic growth in the heart of Western Sydney.

In June 2025, the NSW government committed $835 million to critical infrastructure supporting Bradfield and the wider Aerotropolis region.

This package included new and upgraded roads, a fire station and essential water infrastructure, paving the way for development to progress.

The latest $1 billion agreement – signed between the NSW government and development and investment company Plenary – will transform the first “superlot”, a 5.7-hectare parcel of land next to Bradfield City’s first building, Central Park, and new Metro station, into a vibrant mixed-use precinct.

As part of the project, 1400 new homes will be delivered, with 10% allocated to affordable housing, while a quarter of the precinct’s footprint will be dedicated to commercial uses.

To accelerate the timeline, developments in Bradfield City will be assessed as State Significant Developments (SSD) – a fast-track process reserved for projects with major economic, environmental or social importance to NSW.

“This more than $1 billion partnership is set to deliver the first homes, a university and essential services like childcare, shops and health facilities, providing the foundation for the future growth of Bradfield City,” NSW minister for planning and public spaces Paul Scully said.

“This builds on the momentum of the opening of the first building, the Advanced Manufacturing Readiness Facility, which is already establishing Bradfield as a hub for innovation with customers across Sydney.”

In 2026, Plenary will begin the market process for securing a university partner and a major commercial anchor tenant. SSD applications will also be lodged for a food and beverage venue, plus a concept plan featuring housing, office space and a hotel on the northern part of the site.

Stage one of site development will unfold in phases over the next five years. This initial stage is expected to deliver public parklands, affordable housing, a university campus, childcare facilities, and commercial hubs.

Plenary chair Paul Oppenheim said the project represents a rare opportunity to shape an entirely new city from the ground up.

“Central to the success of this project will be the delivery of 1400 new homes, including more than 10% as affordable homes; complemented by a masterplanned precinct integrating a university campus, commercial space, childcare, retail spaces and a hotel – all next to the new two-hectare Central Park,” Mr Oppenheim said.
