First look: How an inner west Sydney housing hotspot is set to transform

The NSW government has revealed what’s in store for a former WestConnex dive site.  

The state government has unveiled the masterplan for its mixed-use precinct set to feature over 577 new homes, including 220 build-to-rent (BTR) apartments.

The project, which sits on a site that borders the suburbs of Camperdown and Annandale, has officially been named The Joinery Annandale.

When the project was first announced in February 2025, the state said it would offer 500 new homes, including 200 BTR housing for essential workers such as nurses, paramedics, teachers, police officers and firefighters.  

Now, the state has increased the overall number to 577 apartments with 220 dedicated BTR homes for essential workers and the remaining 357 set to be a mix of affordable rental housing and homes to buy.  

Located near the Royal Prince Alfred Hospital, the project is being touted as a much-needed answer to the lack of affordable housing for healthcare workers in the area.

The median unit price in Annandale currently sits at $992,000, according to PropTrack data. The median house price is $2.25 million. 

While 220 BTR units are proposed for The Joinery at a discounted rate for essential workers, the NSW government said the exact rental subsidy will be available closer to project completion.  

It also noted the number of affordable rentals included in the project will be subject to feasibility and housing targets, with more information to come as planning progresses. The remaining homes will be sold on the private market. 

The site was secured by state developer Landcom as part of the NSW government’s land audit initiative, which aims to unlock unused government land for new housing.  

It’s also the first initiative as part of the state’s $450 million BTR housing program, where Landcom will continue to look for additional sites across Sydney to deliver the rollout of 400 new BTR homes for essential workers. 

NSW premier Chris Minns said the project aims to ease the pressure essential workers face when securing housing.  

“Essential workers keep our city running everyday but too often they are being priced out of inner-city locations close to where they work,” Mr Minns said.  

“This project will deliver hundreds of homes that will cut both costs and commute times for its residents, while allowing workers to build a life close to their jobs, allowing them to deliver world class public services.”

What residents can expect 

Under the masterplan, The Joinery is expected to be a mixed-use precinct blending apartments, public spaces and amenities.

The plans detail a mix of ground-floor shops and services, landscaped outdoor spaces including a central plaza and new pedestrian connections between Parramatta Road and Pyrmont Bridge Road.  

Future residents will also have easy access to the Sydney CBD, public transport, leafy parks, schools, and health facilities including the Royal Prince Alfred Hospital. 

“The Joinery Annandale brings together the best of the Inner West, blending well-designed homes, shops and public space with the area’s rich history and character,” Landcom built form executive general manager Andrew Cooper said.  

“We want to build a legacy development that contributes to the neighbourhood, creating a place that future residents will be proud to call home and supporting them to become part of the community.” 

Construction of BTR housing is expected to start in 2026, pending approval, with the first essential workers moving in from 2028.
